The Building Permit Fee Schedule does not include fees that may be charged by the City of Colorado Springs, 
El Paso County or other communities participating in the Pikes Peak Regional Building Department. 
Please check with the government where the property is located for information about additional fees 
that must be paid in order to obtain your building permit. 

After Feb. 28, 2007, fees charged by the County will be paid directly to the County;
a receipt is required prior to obtaining the permit from Regional Building Department. 

RBC108.3: BUILDING PERMIT VALUATIONS. The applicant for a permit shall provide an estimated permit value at time of application in order to calculate the permit fee.  Permit valuations shall include the total value of work, including labor and materials, for which the permit is issued. This shall include such items as, but not limited to, profit, design and construction activity, as well as electrical, gas, mechanical, plumbing equipment and permanent systems.  Final building permit value or valuation shall be set by the Building Official.

Valuations are based on the International Code Council Valuation Table and 1.0 modifier.

This permit fee table shall apply as follows:

For all new construction, alterations, additions, conversions, and repairs to any building or structure other than one- or two-family dwellings; fees include building inspections only.

For alterations, additions, conversions and repairs to one- and two-family dwellings; fees include plumbing, electrical, heating, and building inspections.

Investigation Fee:  Work without a Permit.

Investigation. Whenever any work for which a permit is required by this Code has been commenced before obtaining the permit, a special investigation will be made before a permit may be issued for such work.

Fee. In addition to the permit fee, an investigation fee will be collected whether or not a permit is issued then or later. The investigation fee is equal to twice the amount of the permit fee that would be required by this Code if a permit were issued. The payment of the investigation fee does not exempt any person from compliance with the provisions of this Code nor from any prescribed by law.

Re-inspection Fees:

A re-inspection fee may be assessed for each inspection or re-inspection when the portion of work for which inspection is requested is not complete, when corrections required by a previous inspection have not been made, or when an additional inspection is required for alterations made after completion of initial inspection.

This is not to be interpreted as requiring re-inspection fees the first time a job is rejected for failure to comply with the requirements of the technical codes, but as controlling the practice of requesting inspections before the job is ready for the inspection or re-inspection.

Re-inspection fees may be assessed when the permit card is not properly posted on the work site, the approved plans are not readily available to the inspector, access is not provided on the date for which inspection is requested, or deviating from plans that requires the approval of the Building Official.

In instances where re-inspection fees have been assessed, no additional inspection of the work will be performed until fees have been paid.

FEE REFUNDS

The Building Official may authorize the refunding of any fee paid which was erroneously paid or collected.

The Building Official may authorize the refunding of not more than eighty percent (80%) of the permit fee paid when no work has been done under a permit issued in accordance with the Pikes Peak Regional Building Code.

The Building Official may authorize the refunding of not more than eighty percent (80%) of the plans examination fee when an application for a permit for which a plans examination fee has been paid, is withdrawn or canceled before any plans examination effort has been expended.

EXPIRATION OF PLAN REVIEW

Plan reviews for which no permit is issued within one hundred eighty (180) days following the date of submittal shall expire and plans and other data submitted for review may thereafter be returned to the applicant or be destroyed by the Building Official. The Building Official may extend the time for action by the applicant for a period not exceeding one hundred eighty (180) days upon request by the applicant showing that circumstances beyond the control of the applicant have prevented action from being taken. Only one such extension shall be granted. In order to renew action on a review after expiration, the applicant shall resubmit plans and pay a new plan review fee.
